It's not panic, necessarily--he's a calm being with a lot of resole, so in order to get full-blown panic you'd have to do something very drastic--but it is a state of intense surprise and dismay. However, what Noah does next at least manages to distract him from all that. Glacius' people are very big on personal space, and he particularly wasn't expecting this physical of a gesture from someone that still seems fairly human, so when he's hugged he goes straight as a board and gives off an awkward warble.

"I--it's--it's alright." It isn't, really--he hates the idea of being stuck here for months--but he has no idea what to do or say or say in response to the hug so he just sort of... stands there, giving Noah a halting, awkward pat.
