Kate managed to persuade him, for the time being, that actually trying to swim over there would not be a good idea and given that he is no use to Noctis if he's dead, he has taken that point under advisement.

Ignis crouches at the tide line, a dagger appearing in his hand as he watches the movement, only to disappear in the same gentle shower of blue-white sparks that it appeared in when he judges there to be no immediate threat.
There's something familiar about the colouration, he realises, remaining where he is and not rising, but watching. If there's something to be done about this, he won't be caught unawares by it.
