He attached a list of known guerrilla warfare volunteers for easy identification - though if others wanted to join in, they're welcomed with open arms. No one has the luxury of picking and choosing in straits as dire as theirs. There's also a note on the back of every map, in the event the city is overwhelmed.
If it comes to it, don't be a hero. Self-sacrifice is noble, but the city needs every pair of hands at its disposal.
